		<description>Brian Mulligan&#039;s comments indirectly bring an important issue into this discussion: assessment of credentials. How can the various assessment services and employers of skilled workers and professionals make sense of informal and non-formal learning? Existing PLAR processes tend to focus on formal education - and only a very few attempt to consider informal learning (most often experiential learning - or work experience).

The issue becomes a nightmare when we consider immigrant workers. Assessment and recognition of foreign credentials earned through formal education is difficult enough. How can we assess &quot;foreign&quot; informal learning when there aren&#039;t any mechanisms in place with which to do this? Not only that, but many immigrant professionals engage in a lot of informal and non-formal learning as they adjust to new work environments/cultures. How do HR people and employers &quot;capture&quot; that?</description>
